Man, Woman Arrested for Kidnapping; Man Raped Victim ‘Numerous Times,’ Says Sheriff’s Office
This is a press release from the Mendocino County Sheriff’s Office:
On 09-14-2019 at about 11:35 PM, Mendocino County Sheriff’s Deputies noticed a vehicle driving in the 1300 block of North State Street in Ukiah, California.
The Deputies noticed numerous vehicle code violations on the vehicle. The vehicle pulled into a parking space and the Deputies contacted the occupants.
The driver and registered owner of the vehicle, was identified as Thao Vang from Sacramento, California. Vang was found to have an active felony warrant for his arrest from Butte County and was arrested without incident.
The front passenger was identified as Christine Maxwell from Marysville (California) and the rear passenger was identified as a 34 year-old adult female from Sacramento, California.
The 34 year-old female was very upset, shaking, crying, and had visible bruising on her body.
She told Deputies she had been kidnapped in Sacramento 4 days ago by Vang. Vang reportedly transported her to a residence in Sacramento where she was held her against her will.
Deputies learned she had been continually physically abused and forced to engage in sexual intercourse with Vang numerous times.
On 09-14-2019 the 34 year-old female was forced to travel with Vang and Maxwell to Ukiah.
The 34 year-old female feared for her life and believed Vang and Maxwell were going to kill her.
Deputies located evidence supporting the reported kidnapping to include drug paraphernalia.
Investigators from the Sacramento County Sheriff’s Office, the Mendocino Major Crimes Task Force, and the Mendocino County Sheriff’s Office Detective Unit were notified of the incident and will be taking over the investigation.
Vang was arrested for 207 PC (Kidnapping), 261 PC (Rape), 236 PC (False Imprisonment), 182 PC (Conspiracy), and the Butte County Warrant (Possession of a controlled substance while armed) without incident. Vang was booked into the Mendocino County Jail where he was to be held in lieu of $175,000.00 bail.
Maxwell was arrested for 207 PC (Kidnapping) and 182 PC (Conspiracy) without incident. Maxwell was booked into the Mendocino County Jail where she was to be held in lieu of $100,000.00 bail.

Actually, the press release says they noticed a vehicle driving…..A vehicle driving? Not being driven, a vehicle driving. Then it says the vehicle pulled into a parking space. Of course it did because the vehicle was driving.

Oh my thought is I wonder if this is the first time he’s done this or if he has been lending hand to the multitude of missing women in Northern California. Sometimes folks that are “loosely” connected to loved ones and friends can go missing for quite some time before anyone notices that they truly are gone oh, also if they are absolutely not connected they can go missing and no one ever notices. The victim said that she got the feeling they were going to get rid of her she probably had a pretty good intuition.
Thank you Sheriff’s Office for getting him off the street…how many lives were saved who knows? We know at least one. Hopefully, they will obtain a search warrant for where he lives and check that place out ASAP.
He should be held without bail [edit] Oh wait- this is progressive California and he will bail out and disappear instead. Because serial murderers (he probably is one or will be) have feelings too and we should have compassion. But again I say we should kill him if found guilty. If for no other reason than to study them we should NOT kill perpetrators because we need to try and understand what creates them and how to not only better prevent people becoming perpetrators but also how to identify them/catch them sooner.

Wow, vehicle violations likely saved her life. Bare minimum it stopped the hell she was in. I hope she’s able to heal and finds help in her healing time. If you pray, please join in praying for her healing.
This whole story makes me sad. The woman accomplice should be charged as an accessory to multiple rapes, not just conspiracy. And no bail for Vang. Rape is a violent crime.
