New Southern Humboldt office for Supervisor Fennell, Planning & Building Department to open Monday

Humboldt County Seal 2017Press release from the County of Humboldt:

In an effort to provide Southern Humboldt residents with better access to their elected official and the Planning & Building Department, the county will open a satellite office in Redway on Monday, June 17. The Redway location is 3156 Redwood Drive. Second District Supervisor Estelle Fennell will hold office hours here on Fridays from 9 am to noon, and Planning & Building will be open for drop in service on Mondays and Wednesdays from 9:30 am. To 3:30 p.m.

Basic planning and building services will be available on Mondays and Wednesdays. Staff from Code Enforcement and Current Planning will be onsite Mondays, and staff from Cannabis Services and Long Range Planning will be on site Wednesdays to provide specialty support in these areas. While the Planning & Building Department will accept permit applications, application fees will need to be by check or credit card as there will be no cash transactions at this location.

To reach Supervisor Fennell directly, call her office at 707-476-2392. You can also call the Clerk of the Board’s Office to schedule an appointment at 707-476-2390.

It is true, they are moving into the Broken Yolk, where bad eggs go to fry. Estelle Fennell and her buddies from code enforcement. On their attempts to legislate the very thing that we made legal. They will be handing out abatement notices, with giant finds that are not humanly possible to pay. Next they will be teaming up with the National Guard to do military Style action on the people. What will they think of next? making it against the law to be homeless. Then we could institutionalize them for slavery. The new Humboldt County Prison Authority. Brought you by the second term of Estelle Fennell. Marijuana is a symbol of freedom to share sacrament and is part of our first amendment rights that is why it is so popular and people were put into prison for many years. Proud to say I count Estelle as a friend. At this point in time being an effective supervisor is a whole lot more complicated than in bygone days. Legalization has dropped a ton of regs on local governments and brought a growing number of agencies into the mess. This board is and will be dealing with a serious debate on sighting wind generators. I am always amused, after serving as a planning commissioner, by the folks who accuse Estelle of being pro developer. What development? Have you seen any development lately?

Code enforcement stay out of our Gardens Estelle Fennell had marijuana growing in her garden in the day I believe it was against state and federal law then probably use it as a stepping stone to pay for her property and now she sits in the seat of a Authority and is saying that we cannot grow medical cannabis in reasonable amounts to help ourselves and friends with terminal illnesses even though the federal and state well not come against medical marijuana the Board of Supervisors code enforcement and the Planning and Building Department well tear our community a apart for a few unregulated marijuana plants

What you need, Dave, is fewer friends like Estelle, the toady Supervisor who looks after her own interests first, and worries about her own paychecks before doing anything else. In fact, the pirates are firmly in control, everywhere in Humboldt, and your endorsement, Dave, probably won’t make you any money…

What SoHum needs is to allow evolution, along with development… Garberville is a place where nothing ever changes because the Old Guard won’t allow it, and Redway is a place that is quite beautiful but which has fallen far into decay. On the whole, probably nobody can save Redway or Garberville until people like you and Estelle have been led off to the SNF to have someone care for the last few days. One thing for sure, change will come and the future looks different. No amount of cronyism, good-old-boyism, or “got your back” is going to affect the outcome.

When outsiders are made welcome, and all the suspicious, paranoid and provincial ignorant hicks are led off to live elsewhere, when guys like you can no longer type out garbage about their town and when the folks who want to stick around develop some interest in something beyond growing a useless herb, playing poker and dealing Methamphetamine to make a living, your town may begin to move forward.

Meanwhile, Dave, SoHum needs new representation, and opening an office, one day per week, is a particularly weak gesture by an official who is doing a pretty poor job for the community, while sitting on her large property trying to control everyone else, for a fat paycheck…

Billy ,…You always say cannabis is useless. You are like our government that says that cannabis has no medical use. I’m here to tell you it’s not the cure all but it sure saved my life. I broke my back in my twenties. Spent the next four years in an opiated state with absolutely no pain relief. I suffer with 5 herniated discs, 2 on the nerve root, scoliosis, and arthritis. My pain management doctor’s answer was to increase the dosage of the cocktail of meds he prescribed; Norco, soma, tramadol, and fentanol patches, until I was a drooling vegetable. After my wife’s research through work regarding cannabis as a pain reliever I desperately tried it. Cannabis allowed me to stop the drug abuse encouraged by my doctor, and realize pain relief. I stopped using all of those pills and patches, and my quality of life has improved to a point that I no longer feel disabled and have in fact returned to society, not as a big pharm drug addict, but as a productive human being.

A war is defined as a conflict between different nations or states or different groups within a nation or state. But, to declare a war on an inanimate object or concept means that there is no clear enemy, hence, no end.

I wish you no ill. I always say, if there is need, the person should do what improves the situation, and it should be available.

Pot is generally not indicated, for anyone. It is a mild recreational drug that has the potential to exacerbate many other problems, but, it does make mundane repetitive tasks more tolerable. In my book, allowing people to use Marijuana is just one more way that the government is exploiting you and keeping the masses down.

I used to use marijuana, but now I recognize it as a great waste of time, a fantastic squander of human energy. I hope everyone, that feels like using it chronically, will grow their own and the “money for weed” thing will come to an end.

For the guy who says Humboldt will never come up to my expectations, I will say that it is a fantastically beautiful place which has been polluted by a bunch of narcissistic children who can’t control their impulses and who have very poor boundaries. Growing weed for money should, and will be something in the past, and I doubt that it will continue or exist at all in a decade or so… Living in Humboldt as a pot farmer, is a trap that I hope many will escape… Humboldt folk are backwards, but if you understand the rules, you will see that most folk in Humboldt just want to be left on their own to do their own thing their own way. Lived there for years, bro, but not just now…

Well, regardless of what you think about Estelle, or whoever holds the office, it’s good to have a decent, easy-to-get-to office for whoever the supervisor may be to talk to their constituents. It’s also good to have access to Planning & Building staff, not only to help with individual projects, but also because if county staff get to know the SoHum community better they might work a little better for the community’s interest. It’s dumb to complain about politicians and staff and then complain when they actually try to engage in a dialog. Maybe both sides could learn something.

Planning Dept gets 5 hours in a week with 2 hours paid drive time and hour lunch.

There hasn’t been a planning and building department office in Garberville for over 30YEARS!
I remember the little guy that “manned” the office all of those years ago in the ramshackle building behind d the library.
I thank Supervisor Fennell for making this happen for Southern Humboldt! We all have complained about having to travel 75 miles to do any kind of business with planning and building, now , after 30 years of no service down here, we’ll have easy access AND in our own town.

Best I can tell, everyone hates Estelle because weed is legal, and they can’t grow black market anymore. How much sense would it make if mj was legal and you were supposed to get permits but there was no enforcement for illegal grows? That seems to be what you all want. Last year’s meeting at The Mateel over concerns about the rampant abatement program…that was pushed and endorsed by Estelle. She lied to everybody to calm them down. She kept talking about the wonderful Permit 2.0 Program and just be patient- it’s going to be here soon and everybody will be okay. now everybody relax and go home Ha Ha Ha!! I could go on but anybody who’s been following knows her conflicted position and how she’s jumped on the gravy train of mega-grows. I liked her as KMUD’s news director. Defended her in that ridiculous spillout from Reggae Wars. I defended her when she represented that private property rights group….but something happened along the way. She’s not right and does nothing to defend the little people. No it’s not all her doing but she sure doesn’t help!

I’d have to say that my dislike is not just about Estelle. However, her plopping herself smack dab in the middle of the chaos she had a hand in creating, in an office we’re paying the lease on, after signatures were gathered to recall her, takes a lot of nerve. Salt in the wound so to speak. Meanwhile, the Garberville Vet’s building, owned by The County, stands vacant and deteriorating.

My claim is – THEY have taken an Oath to abide by the Constitution. What does the Constitution provide? That each state will have a Republic form of government. They were sent, via Certified mail, a three page NOTICE OF FRAUD on September 11, 2015, with a WARNING: Seeking legal advice from an attorney is self-admission that you are incompetent/not qualified for the office that you occupy.1 Your Constitutions are your contract with the People. You have no excuse for ignorance of your contract.2

1 The Constitution is the mandate of a sovereign people to its servants and representatives which no one of them has a right to ignore or disregard. John F. Jelke Co. v. Emery, 193 Wis. 311, 214 N.W. 389, 53 A.L.R. 463.

~there are no Bonds filed into the public to bind the elected, appointed, or hired officials. Therefore, they are occupying vacant offices, while fraudulently and feloniously embezzling from the Public Treasury. Every action they have made/are making is null and void.

Well WC, I can tell you, it really, to me, isn’t all about what side of the “market”your on.. My issue with her is she is a DIVIDER NOT A UNITER!!!! Every single issue she has taken up is led to division… That to me is because she is not trustworthy or well intentioned, nor does she work for the common good of all.. And honestly, what policies I see her “support” she has not been a “friend” to “legal cultivators” either.. these policies are screwing over many legal cultivators too.. and she should be working to help even the legal farmers, and that is not the ends I see her working twards.. She is a dirty politician.. she is not a champion of the people. I feel like the county has not ONLY extorted and pummeled small culivators, she has also sold a false promise of legalization. And has also extorted the cultivators in her constituency.. all of them.. Sure the policies are bad from the state.. but she is the representative, she needs to be standing up To the state. And she isn’t.. She is smiling in legal cultivators faces.. saying.. just hand over your money, it will be fine.. but really it’s not.. the hoops that are facing the legal cultivators are a sh#t show.. just look at the article in Politico, and tell me ANYTHING she has done for legal cultivators is really to thier benefit.. What I am seeing is that it’s a party to thier demise. Probably because she is listens to other whispers from “big money adgenda” outside the regions influance.. she is not working for the people here.. I don’t really have a dog in the fight; she’s not my supervisor and I’m not involved in the permitting mess. I’m fully illegal and happy with staying in my lane.
I just don’t see any problem with the abatement program; it’s getting rid of the riff raff and crappy greenrushers, adding a bit of risk to the equation (which was missing the last ten/15 years- thus our current situation). Also I’m pretty happy so far with our supervisor Steve Madrone.
I just see a lot of bitching about Estelle and it seems like everyone is just putting the blame of the bubble burst on her, and I’m not sure that makes sense. What’s a better solution? Everyone gets permits who wants one? (Overproduction) The authorities looks the other way while everyone blows it up huge? (Tried that- didn’t turn out well) I just don’t see the utopian version of small weed farmers being viable.

I mean there is a reason the earth is the 3rd rock from the sun.. balance, and Goldilocks zones.. If one takes a defeatist attitude, one has already lost the race.. I try not to let others define my story of success. People will always tell u, you will never succeed, your too purple, too pink,too feminine, too short, to small, too tall, too masculine, too stoned…What ever it is.. bla bla bla bla bla bla..🙄 Sure the odds are not in our favor. But I seriously doubt they are trying so desperately to shut us down because they don’t think we will be “successful”.. just my take..
Personally I am not trying to blame Estelle for the bubble bursting.. The “bubble was bound to burst” I blame her for not doing her job to represent her constituents in a way that will bring about a positive change.. I blame her for throwing good people under the buss for her adgenda.. I blame her for not having honest conversations about real issues. I blame her for rushing into these ordinances without taking proper precautions, and allowing due process. I blame her for Dividing people without trying to find real solutions. I blame her for forcing cannabis on people who don’t want it… while punishing people who do..
But Blame is a conveluted picture and there ARE enough fingers pointed in every direction from here till Sunday, And I don’t have enough middle fingers to truely express my self in this fashion..
However, my take on solutions.. Yes, make permits more affordable and widely distributed… with LESS SQ FT..Especially on the timberlands.. Really my opinion, is they NEVER should have allowed permits for over 10,000 off a dirt road.. or not on manicipality.. Allow off Grid permitted grows, just limit thier size..
Also place proper visuality set backs from roads, and property lines.
Make sensible water solutions that are actually enforceable. And give people a chance to work tward these water storage solutions. July-Oct. really should be forbearance.. drought is OVER.. If your not in an impaired water shed, and your less then say 5000.. maybe less restrictions..
Make permit requirements more layman term friendly so people can better understand..
Make realistic solutions for all cultivators, and keep these affordable..
Require people to cover exposed potting soil in winter so it doesn’t leach into ecosystems.. enforceable by letters first, and fines later.. maybe??
Allow small medical collectives 2500 to 5000.. Lessor permit fees.. Reasonable guidelines…maybe still a lessor reasonable sq ft tax to benefit county on that level??
1000 sq ft should be completely medical. Small permit fees… If your on a small parcel, and your neighbors approve, let people be… Maybe a few notes from neighbors?
Make sensible environmental requirements. Less about $$$ and more about real issues.
Even in Napa, small Vinyards are held to less restrictive and less scrutinous regulations..
Stop blindly using BLIND ROBO Abatements, I am not against All abatements personally, some are sensible, some are not..
Honestly, I personally don’t want to take away tools that will help protect the environment.. I just want people to also be considered in this environmental equation. Make fines more realistic, and in relation to the act.
Tax larger cultivators at a higher rate, or make a sliding scale sq. Ft tax..
Oh, lastly, I seriously think there needs to be a different set of abatement fines for like open field type stuff, or Residential.. The county shouldn’t be targeting people’s homes, that is seriously not cool. A residence should have greater protection from Abatements.. IMO..
And the $9 per ounce should be killed. It’s too high for the current market. And really insensible. I know that is a state thing. But it needs to go away. It’s fing stupid..
Honestly, as much as Humboldt needs regulations, the regulations also need a little more flexibility for Humboldt to survive.. just my take..
These are just thoughts. I seriously don’t have all the answers or solutions, and others may have different takes. I kinda think CentralCo will get huffy about the T word.. lol. But these are just thoughts on possible sensible solutions..
I will also say, that if Estelle doesn’t start producing some sensible solutions, she is not a good candidate for a sensible path forward either..

Aren’t they the ones who promised a common sense approach after the bill passes, but that it has to pass first before the deadline is up? IOW, they should be expecting incoming input by now.

Check out the LA times article, and how the Santa Barbara County Supervisors were directed by Lobbyists in Sacramento when it came to the drafting the ordinances.

Santa Barbara actually only required a single affidavit signed to get the temporary permit.

They hold 35% of the permits and outside investment is pouring in. Maybe Humboldt is falling on its garden shears.

About the T word. I didn’t write the founding guidelines. I had a bookkeeping teacher who repeated to his students, “If all else fails, go back and read the instructions.” A couple of Jefferson’s quotes first:

Aren’t they using Federal Reserve notes indirectly? And they’re forbidden from doing that. The Supreme Court says this is the Supreme Law of the Land.

They went in all the law books and they pulled out Title 31, section 742…That’s how scared they are of this title.

In Sheppard’s Citations there is no note that says, “annulled, repealed, or otherwise transferred to some other law.” There’s a hole there that starts at Title 31 section 734, and then there is a hole and then it goes to 752.

What happened here? They went into all the law books and pulled this argument out. Why do you think they did that? Because every state in the union that went off the gold and silver standard under Article 1 Section 10 was locked out of taxing the citizenry in any capacity, by the use of obligations of the United States Government, and that’s the only thing you have in your hand . . . OBLIGATIONS OF THE UNITED STATES GOVERNMENT. (You can’t pay a debt with a debt).

Now, since the Constitution for the United States of America is the Supreme Law of the Land, we have a unique argument here. It says in Article 1 Section 9 paragraph 4, most clearly, “No capitation or other direct tax shall be laid unless in Proportion to the Census or Enumeration herein before directed to be taken…That’s Article 1 section 2 clause 2 which says income taxes and representations shall be by apportionment among the several states, which may be included within the union according to their respective numbers which shall be determined by adding the whole number.

TY! I definitely think Humboldt has gone Autoimmune on it’s self. Yes, there are issues, definitely need to take measures to protect the common good, but there is also a responsibility for the government to protect people, and property.. Blindly attacking all people for the defense of profits is convoluted in my eyes. We need some holistic solutions to these problems not blind laws and segregation.
What I think Humboldt needs is possibly a working group to work thru these issues. It’s very important to have well intentioned people on this working group, but also a balance of perspectives. Humboldt never really had a proper working group and even if they did, it was obviously not a true representation. I think Humboldt needs to go back to the drawing board and start drafting some reasonable regulations. For all farmers here.. before it’s to late.. we should be fighting for our market and our economy here, not fighting our government and from over erroneous enforcement…

You’re nailing it beautifully, Small Fry. If your thoughts were in a petition (readdress of grievances?) I’d sign it. If on a ballot, I’d vote for it. I hope you can gather the people needed to fulfill this mission, because it’s well worth the try.
Maybe a letter to rhhb that she can post, to gather more eyes and helpful people? Surely there’s people out there with the time and skills to ‘lobby’ for this.

Despite the fact that more people smoke weed in Humboldt County than just about anywhere in the USA, Estelle Fennell has promoted a false stereotype of our typical weed growers. Cannabiz is corporate weed. Good for corporate weed, more power to them. But it’s not what we wanted when we chanted “free the weed!” together. And I refuse to pretend that it is, or that Estelle Fennell did anything to preserve our free market traditions. She threw us under the bus with the other supervisors. She doesn’t deserve ten thousand dollar a month plus all the benefits payed for by us. Replace her ASAP.

Small fry for supervisor, your attitude and ideas are what the people need.You should run we need someone in there with good ideas to start making this work for the citizens ,or our community and rural way of life is over. TY, For sure..Humboldt gov… a lousy joke! I am pretty sure I would need to dot quiet a few I’s and Cross quite of few T’s before that would ever happen! There are a couple contenders. I hope Nathan Wise decides to run..I am sure a contender from Fortuna will likely step up.. I am not sure the specifics, but maybe forming a working group to contend some of these issues could possibly be a path to hammer out some solutions?
That reminds me.. Kym, can you possibly do an article on Nathan Wise decision to run?
