Mendocino’s Cannabis Program to Be Moved From Department of Agriculture to Department of Planning and Building

In 2018, Mendocino County created the Cannabis Program Unit within the Department of Agriculture to implement the county’s Cannabis Cultivation Program, coordinate with departments, streamline processes to effectively implement the Cannabis Program, develop a sustainable framework to institutionalize the program into County government and establish a County infrastructure that evolves with changes in the developing cannabis market.

After reviewing the status of applications, the implementation of the cannabis accommodation district and looking forward to the Phase I re-opening and Phase III opening the County has identified the need to change the cannabis management structure to increase efficiencies.

Beginning April 1, 2019, the Cannabis Program Unit will be under the Department of Planning and Building Services and will report to Planning and Building Director Brent Schultz. Co-locating the Cannabis Program with Planning and Building will create a one-stop shop for inquiries and processing of all cannabis related permits and licenses.  The co-location will allow streamlining of application processing and provide the community with both higher quality and more coordinated service delivery. To ensure a smooth transition for the re-opening of Phase I, the Cannabis Program Unit will be fully integrated in Planning and Building Services by April 1, 2019.

Remarking on the transition of the Cannabis Program, Agricultural Commissioner Harinder Grewal stated, “Moving the Cannabis Program to Planning and Building will reduce the trips for permitting required by the cannabis industry. This is a more cost effective approach to house the entire program in one department. We believe this program will be a shining example of success to Mendocino County.”

“I look forward to building a strong and compliant environment for the cannabis industry to succeed. By adopting the Cannabis Program from the Agriculture Commissioner, it offers us the opportunity to create a more streamlined and efficient permitting process,” added Planning and Building Services Director Brent Schultz.

The Cannabis PROGRAM Unit. Wonder if Director, Brent Schultz, of Planning and Building is recently from San Diego?

Planning and Building Depts., are better at tearing down than building.

Yes, he is from out of the area. But I don’t think the insight to drive it over to building and planning came from him. It was a confabulation that was happening much before his arrival. Code enforcement is going to take priority over the Cannabis program. They think they can make a lot more money off of forcing people to pay for code violations then they can off of the permitting process at this point. Mendocino County’s Cannabis Program has basically been a dismal failure. Many other counties are surpassing them in the success of their programs. When in reality Mendocino was one of if not the first ones to dip their toes in the tepid, turbid water. Pretty sad situation honestly. Inability to think forward, collaborate and not be too heavy-handed. The considerations of those practices in business and marketing are sadly being missed.

Then chew on this. They start taking everybody’s properties through lengthy lawsuits and code violation seizures. Who knows how much money that’s going to cost in litigation alone at $300 per hour attorney rates. . Then the properties fall into the hands of the county so who pays the tax base on that? Yes, they think they’re going to make a bunch of money to make up for what isn’t happening in the Cannabis Program when in the long haul looking way ahead they’re going to screw their selves out of more money. One could definitely figure out they aren’t rocket scientists. Just saying!

In litigation, the homeowners won’t be able to afford the legal fees. The govt gets the land back…isn’t that how the story has always gone in the past? Whether it was original Native Americans or the freed Slaves, the govt loves to get the land back . Unless your homes were fully permitted& recently built, they will have code violations that are expensive to fix. Does the govt want to be cannabis producers? Who knows what the End Game will be? Bayer bought Monsanto & stated that they wanted to dominate the world cannabis market. They have enough money to keep the regulations ever-changing (in their favor). They could purchase land cheap as people lose their farms, and then hire the growers to keep running it, but at slave wages. Pot Slaves… But hey, if you can live here and make a living, it’s better than being an urban slave.

Maybe they should ask people in Humboldt County how well having the Planning Department run cultivation licensing has gone. Hint: It’s been a complete disaster. People bankrupt. Outrageous fines.

Hey and I was wondering if you know approximately how many permitted legal marijuana grows in Humboldt County and how large square footage seems to be they are trying to make most of their money on fines through abatement and claims of Code Enforcement and environmental fines is there a way to find out or do you know how much money they are generating from the legal growth and how much money they are generating from fines

Mendoland is rearranging the deck chairs on the Titanic. Their pot program is already 2.4 million dollars in the hole, according to the Anderson Valley Advertiser. And Johnny Pinches, during his run for supervisor, mentioned that the deficit is being covered out of the county road funds.

Ed Denson has made a fortune off of all of the black market growers who got abatement notices. He charges $500 PER HOUR ( he’ll knock it down to $350 per hour IF he’s on an extended retainer ) AND to top it off, any grower that hires Ed finds out that they May or may not be getting the correct information from him.
Of course Ed is always going to dis the legal cannabis growers because he can’t make any money off of them .
Ed knows the vast majority of people that got abatements were able to resolve their case with absolutely NO fines,
If anybody did get a huge fine, it’s because they did some egregious environmental damage that needed repair.
Oh, but Ed NEVER admits or talks about those facts because he’s constantly playing the boogie man ,trolling for new clients so he can charge $500 an hour that the county will tell them for free .
