21-Year-Old Dies in Traffic Accident When Not Wearing Seatbelt

Press release from the California Highway Patrol:

CHP PC Press releaseOn Sunday, November 11, 2018, at approximately 0640 hours, Party #1 was driving Vehicle #1 west on SR-299 approximately 2.2 miles east of Salyer Loop Road. Party #1 was traveling at a stated speed of 60 miles per hour while traversing the
Charles WM Carpenter Memorial Bridge (Bridge # 5-82/299 TRI R3.44). Party #1 failed to realize the icy roadway conditions on the bridge.

Due to Party #1’s unsafe speed for the roadway conditions, Party #1 was unable to maintain control of Vehicle #1. Vehicle #1 traveled out-of-control and Party #1 steered Vehicle #1 to the right in an attempt to regain control of Vehicle #1. Party #1 was unable to regain control of Vehicle #1 and as a result, Vehicle #1 traveled in a northwesterly direction from the main paved portion of the roadway. After doing so, Vehicle #1 collided with a raised asphalt curb edge and positive grade embankment which caused Vehicle #1 to overturn.

Passenger #1 was not wearing his lap and shoulder harness and as a result of the collision, Passenger #1 was fully ejected from Vehicle #1 and Passenger #1 collided with the roadway surface.

After the collision, Vehicle #1 came to rest overturned on its roof facing in a easterly direction within the north shoulder area of SR-299. Party #1 self extricated herself from Vehicle #1 and assisted Passenger #1. Party #1 and Passenger #1 remained at the scene until emergency personnel arrival. Party #1 did not sustain any injuries from the collision. Passenger #1 sustained major head injuries as a result of the collision. Passenger #1 was transported from the scene by Hoopa-Willow Creek ambulance to Berry Summit where Passenger #1 was air-lifted to Mercy Medical Center-Redding by REACH. Passenger #1 later succumbed to his injuries at Mercy Medical Center-Redding.

Whoa…. it so confusing because there is only 1 vehicle. Party 1 = Driver and passenger 1= victim. Crazy the way it was worded. Maybe more to the story u see driver was 16 and passenger was 21

Minor drivers aren’t allowed to drive unless accompanied by a licensed drive 25 yrs or older. Very sad. Adjust your speed accordingly. Winter weather slow down.

Ignore the numbers. Only one driver (“party”), one passenger, and one vehicle. A 16 year old driver has probably not had the experience to make correct high speed maneuvers in unexpected conditions.

The CHP report of collision indicates the driver was only 16. It might have been her first experience with black ice, and what a horrible way to experience it the first time. sending prayers to the family of the deceased and to the driver. 😞

Driver kills passenger because he’s/ she or whatever they identify as, was driving too fast for road conditions. There simplified it.

I can’t believe you would presume to label her with a gender! What if she is identifying as a male today, you could trigger her and hurt her feelings. Shit did I say her, this is all just so confusing, I just don’t want to insult anybody. Damn it, now I’m probably guilty of hate speech… LOL.

Seriously though, I hope she learned from her mistakes and is able to get past this without it severely affecting her life for the rest of it. It is a sad situation no matter the circumstances.

16 yr old female driver probably didn’t realize it was her responsibility, as the driver, to make sure any passengers are using their seat belts. Aside from that, this was passenger’s own fault for not buckling up.

Actually the driver was driving illegally. As in California a minor is allowed to drive only when a licensed drive 25 yrs or older is accompanying them… plus the seat belt thing..

That’s not even true:
Per the CA DMV: “During the first 12 months, a teen cannot drive between 11 p.m. and 5 a.m. and cannot transport passengers under age 20, unless accompanied by a parent or guardian, a licensed driver 25 years of age or older, or a licensed or certified driving instructor.”
The passenger was over 20, and therefore the driver was not “driving illegally.”

So , its actually only during nightime driving or transporting passengers under age 20 do they need someone 25 in the car.

Actually its 25 or over, until your a licensed driver at the age of 17.. my minor is doing driver’s training now and that’s how I know. The DMV. not Google. So who are you?

i truely wish they would report on each death that is causedby wearing seat belts. i for one do not believe in them and honestly since my not wearing one doesnt causr injury to others in most cases i truely do not see how such a law is even enforcable on adult drivers. the fact that officer can imped ones travel and waste ones time merely on a claim without any proof is also questionable as to how truely legal such laws are. i have had to watch as people burned to death because i was not able to get to the belt to cut it. i have friends thst drowned brcause of wearing a belt. i fo not believe anyone or group of peoples has the right to mandate to me which risks i must accept and which ones i can not .

It is possible that a seatbelt can trap someone and they can die from a fire or drowning. But the vast majority accidents involve neither of situations. Most likely by a large percentage are accidents where death from being unrestrained will have killed or crippled long before fire or drowning could come into play.

that is debatable. however it isnt my point. my point is that as a adult no goverment or person should in a free world be making that choise for me. and since it is very rare that so.eone bot wearing a belt harms others the others do not have the right to decide for another adult whst is better for them.

Bridges, corners, sway dips in roads, …
Hopefully a creative entrepreneur will one day open a real driver’s ed course complete with black ice drift training, deer & other wildlife swerving, sliding rocks & mud obstacles, tail & break lights out on the car in front of you emergencies, … so much to learn!
I’m so sorry for the pain and loss, the suffering must seem endless. My heart aches for all the loved ones of this young person and for the poor driver who will never forgive herself.
Use the speed warning buzzer on those cars that can take us by surprise on how fast we’re going compared to how slow it feels like we’re going.
My sincerest condolences to his loved ones.

Black ice is treacherous because you can’t see it, avoid hitting the break, take your foot off the accelerator, down shift.

It even gets to humboldt sometimes, it’s terrible.

It happens a lot in Humboldt county, frequently on roads with tree cover that the sun doesn’t always hit in the morning. I’ve experienced it as low as 1000ft.

Several comments I have heard is that Cal-Trans had not put any sand down on any of the bridges and everyone who lives along hwy 299 knows the bridges get very slick in low temps. This may have been a factor also.

I can remember my first year of driving in which I made so many mistakes, all of which did no harm except to my ego… it is sad for this young lady that she was not so lucky.

I can also remember having an older relative in the car who refused to put on their seatbelt. Being insecure about my authority, I didn’t know how to insist and, in a desire to be accommodating, drove anyway. It takes experience to learn how to cope with these things.

I’m so sorry for the famiy’s loss of this young man and the driver’s mental trauma.
