Yes he is. As a current Harbor Commissioner, he is solely responsible for the dredging of the harbor. He bought the dredge, and is the captain of the dredge. He alone says when the dredge may be used, and he forced the CA Coastal Commission and the US Army Corp of Engineers not to issue the permits.
We really don’t need all the other Harbor Commissioners or regulatory agencies. Richard decides everything.

truely we dont. the coastal commision is a joke . a special kind of strong arm. they think that their ideals veiws and beliefs are the only things that matters. they are to blame for the lack of jobs. decent affordable housing and the like . it is groups such as these that raise the cost of permits and cnstruction. these are the sort of busy bodies that will delay a permit because they dont like which trees you want to plant in your landscaping on your own property.

you are wrong, it was Jack Crider and his useless dredge he sold us. Jack is also why we own an extremely contaminated site that has very little potential for anything.
