Humboldt County Planning Commission Hearing

Zone Reclassifications to Implement the General Plan

On Thursday, October 4, 2018 at 6:00 p.m., or as soon thereafter as possible, the Humboldt County Planning Commission will be holding a public hearing to consider New Zoning Districts proposed to be added to the Inland Zoning Ordinance and properties are proposed to be rezoned to be consistent with the 2017 Humboldt County General Plan.

To be consistent with the new Land Use Maps, new Zoning Districts are proposed to be added to the Inland Zoning Ordinance including the following:

new Mixed Use Zones that will be applied to areas with MU – Mixed Use, VC – Village Center, or RCC – Rural Community Center General Plan designations,

a new “RR – Railroad” Combining Zone that will be applied to railroad rights of way held by the North Coast Railroad Authority, and those along the former Annie and Mary Railroad rail corridor between Arcata and Blue Lake, and

a new “MR – Mineral Resources” Combining Zone that will be applied to parcels with permitted surface mining operations.

““WR – Streamside Management Areas and Wetlands” Combining Zone to match the outer boundaries of Streamside Management Areas as defined by General Plan

In addition, specific zones are proposed to be assigned to all areas currently zoned “U – Unclassified”.  Other minor changes to the Zoning Maps are also proposed to be consistent with the General Plan. The proposed new Zone Districts and the rezoned properties occur throughout the non-coastal areas of unincorporated Humboldt County.

The staff report will be available after Friday September 28th at the Planning Commission agenda webpage and mapping will be available on the Humboldt County WebGIS prior to the hearing.

Thanks to John Miller(planning ) for finally noticing this change(at my insistence).They are mapping the streamside management areas and rezoning them as WR, a wetland category and rezoning every parcel.Your
property will be a combining zone.The data used will “come from topo maps basically”…In other words…not.
They will make up the zones , rezone you…. all without any public participation or notice.I am in the phone book.This meeting is thurs pm…CLMP show on kmud wends with Estelle and the Tom and Charlie show on the 11 th (also at 7 pm) will try to give more information.Oh and all the U zoned will also be rezoned.

…. “Zoning can be used to regulate “public property”, but not private property. Zoning, when allegedly applied to private individuals, private property, private businesses and private contracts, is a socialistic means of control and revenue collection….”

Zoning has always been confusing, but now that we have more search engines to replace the censor happy mainstream ones, this will be funner to deep dive research on.

Interesting viewpoint. It was my experience as a county planning commissioner back in the 90s that the greatest pressure to enforce the zoning ordinances comes in fact from private property owners. While developers tend to test the limits of zone designations the individual resident owner sees zoning as a way to support property values. Hardly a socialist issue. Try putting a multifamily zone in an R1 neighborhood and you’ll see good old American capitalism at its roots.

That would be a lot of pressure! On one hand you want to protect everybody’s individual rights, yet on the other hand you want to make the neighbors happy. Just remember, that individual rights are to never to be put to any vote or ballot.
Here’s another thought provoking article, which covers the main theme of nimby.

Naturally, we still have to dive deeper and never take a n y one’s word for it on a n y thing or issue, but at least now we can do it easier with the new search engines available to us that aren’t in the clutches of the progressives.

The Madison stuff is persuasive. Every real estate sale has a “local options’ document included in Humboldt County.
