[UPDATE 11:53 a.m.] County Planning and Building Inspector Arrested for Taking Bribes From Marijuana Growers and Others

This is a press release from the Humboldt County Sheriff’s Office. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

Pat MctigueHumboldt County Planning and Building inspector was arrested Tuesday following an ongoing bribery investigation dating back to last year.

The investigation originated in November of 2017 when the Humboldt County Sheriff’s Office received complaints about County Inspector Patrick William Mctigue, 47, of Fortuna. The complaints alleged that Mctigue was receiving money from members of the public for expedited permit approval on building and grading projects. Multiple victims came forward to the Sheriff’s Office alleging that Mctigue had defrauded them. Mctigue is believed to have received over $100,000 from the victims.

On May 29, 2018, at about 2:15 p.m., sheriff’s deputies arrested Mctigue in the Old Town Eureka area on a felony warrant. Mctigue was booked into the Humboldt County Correctional Facility on the following charges: commercial bribery, grand theft and state official asking for or receiving a bribe.

This case is still under investigation. Anyone with information about this case or related criminal activity is encouraged to call the Sheriff’s Office at (707) 445-7251 or the Sheriff’s Office Crime Tip line at (707) 268-2539.

Though the press release doesn’t name the cannabis program, we are interviewing a grower who says he handed Mctigue thousands and will have a story up later today.

UPDATE 11:53 a.m.: According to the Sheriff’s Office, there were other businesses involved besides cannabis.

No Bundy’s were killed by the government. LeVoy Finicum was, and that was in Oregon over a different, but not unrelated, land rights issue.

Finicum essentially committed suicide. He participated in an armed insurrection, then sped from the scene with a woman and child in the truck
leading the cops on a chase to resist arrest, then stopped the car and got out with a firearm. Black people get killed for standing on their front porches with a phone.

I have bad experiences with planning too. The employees can do what they want and not be held to account. The staff in the office was always helpful. But the field inspectors had a habit of changing their reports after signing off but not telling the applicant they did. Then you find yourself up against deadlines when you thought everything was fine. And that was before pot was involved.

I’m beginning to have a good feeling about theSheriff’s office.

Is there any department in our county govt thats not corrupt???? The good ole boys club just won’t let go. I cant believe the sheriffs dept wasn’t punished after being found guilty of selling dead folks estate items to one another. You can only imagine what they do with everyone’s confiscated items and why they bust just to get valuable items not for actual crimes. Thats why so many cases dont get to trial. This new sheriff is big time into corruption.

Hopefully someone at state/fed level are watching the fortuna pd and investigating the bribes to let human trafficking run rampant in fortuna.

Jimmy Smith was a very honorable supervisor. I had a great deal of respect for him. I have watched public works employees work very hard too. And many try to do good work against the tide of carping self involved public complaining without understanding. It’s a mixed bag and such sweeping condemnations are as wrong as they are right.

I agree; and what we need is either lower wages for the Supervisors to allow the employment of people to check or watch ALL County Employees. There has to be a way for the employees with this kind of power to be bonded for security purposes.

We need to impose a better check and balance inventory system, or a program wherein public ombudsmen or veterans and /or volunteers can work along side them to keep them in check.

It appears that he was a state employee working for the county? Regardless there has been much going on in the Humboldt Co. court system from a civil department embezzling, a judge signing his own pay vochers, a pedophile employed for over 20 years and being hired by the county privately to perform his alter ego character for children, and questionable buying of deceased persons property by county employees. That’s just in the last 3 years.

Well the corruption is a fact …. Not too long ago a building inspector ssat in my landlords yard drinking beer at 3:30 pm while on duty. He was reported many times , No action has been taken nor will it . He was there for an ongoing nuisance issue I have been calling about for 3 years . Nothing has really ever happened even though it is her 3rd round of being under abatement orders.

The entire permit system in Humboldt and the major cities is a scam… Permits are supposed to be used to ensure safe construction that doesn’t cause undue harm to neighbors. Instead it’s being use entirely as a tax on home ownership. Most things are never inspected, but require very expensive permits, like roof replacements. That the individuals involved are themselves corrupt does not surprise anyone.

This is just the tip of the iceberg. This is going on all over the state. I have heard of bribes being accepted from Mendocino to Monterey to Paso Robles and even conservative San Diego!
Poor guy is just a patsy for every “state official” who is dealing out permits for cash. Its only going to get worse! This poor guy is .oo5% of people on the take fr this cash heavy, beaurcratic mess of legalization…

If you are asked for money outside of the scheduled fees published by the Department, given to an individual, it should be clear. All moneys I ever gave out were done in the office. I do question if there are illicit relations (kickbacks) between demanded inspections and the private people doing them sometimes. Sometimes the reports are detailed and seem to be complete but some are amazingly sketchy. So much so that I wonder how a private person can get away with getting the planning department to accept it without money changing hands. No one in that position is going to screw up their permit by raising a question. You’re just glad to get over one more hurdle.

Estelle’s first summer in office, thinking maybe she wasn’t too polluted yet, i talked with her Thursday mornings in Fortuna, from roughly June to the end of August. I asked questions i knew the answers to. Our last chat, my question was regarding a Bond for County elected officials, specifically the recorder. (I had a copy of Carolyn Crnich’s oath.) She looks at me and said, ” . . . my hands are tied.”

The County Headwaters Fund is by-in-large funding the ‘archway’ in the City of Eureka’s Zoo.

Neither have posted employees and salaries on Transparent California dot com.

Last year’s county fiscal ‘audit’, took ten months and turned into “Financial Statements” from different auditors than the previous six years.
Both in Roseville.

Somebody like the FBI or something needs to investigate the sheriff because they steal confiscated money ALL THE TIME. I know of three first hand accounts of stealing big $$$$$$$$$. Do they pass it along to the sheriffs on the street or do the weed sheriffs get to keep whatever they steal? Some day there will be a sting and these slime are going to go down. Hopefully soon. Attorneys need to get together and have their clients rat out these cops. Tough thing to do but we as a society expect expect to be able to trust out cops.

With a really good surveillance system connected to an offsite computer you could get videos of the thieving pigs stealing your cash. It could be used to prosecute them or worst case scenario the charges would get dropped and they would probably never come back to your place.

There are a lot of hard-working county employees who make a lot less money than our counterparts in any other California county, and we would never do this. It’s discouraging that all government employees are painted with the same brush when so many of us are in public service because we care about our community and we believe the work we do can make a difference.

We-e-e-lll. A person can believe in being honest, helpful and even in the importance of the job. I doubt whether any can claim that much altruism that they do the job to “make a difference.”
Whatever that means. They do the job because it comes with a paycheck and benefits.

What the people should get in return is reasonable integrity and a desire to help. Which is sometimes hard to maintain in the face of the utter stupidity that humans can dish out to each other. From above, below and outside. A lot of the public takes their own gun, shoots themselves in the foot then blames anyone else in the vicinity for their pain.

I went to high school with pat and when I heard he was working as an inspector for the county I wondered how long until he screws this job up. Pat has always been a decent guy but like most of us has a shady side. If I was in his shoes making what 50k a year it would be hard not to accept tips for doing a great job. Lol anyway what the hell is a few thousand bucks when most are in the permit process for over 100k. It’s all a scam from the stupidvisors down through the county depts. Look at air quality they survive on fines and worthless fire permits what a sham I could go on and on but it pisses me off to no end!!!!

PSYCHOLOGY 101

If you start with a cage containing five monkeys and inside the cage, hang a banana on a string from the top and then you place a set of stairs under the banana, before long a monkey will go to the stairs and climb toward the banana.

As soon as the monkey touches the stairs, you spray all the other monkeys with cold water. After a while another monkey makes an attempt with the same result…all the other monkeys are sprayed. Soon, when another monkey tries to climb the stairs, the other monkeys try to prevent it. Put the hose away. Remove one monkey from the cage and replace with a new one. The new one sees the banana and attempts to climb the stairs. To his shock, all of the other monkeys beat the crap out of him. After another attempt, he knows that if he tries to climb the stairs he will be assaulted.

Next, remove another of the original five, replacing it with a new one. The newcomer goes to the stairs and is attacked. The previous newcomer takes part in the punishment…with enthusiasm.

Then, replace a third original monkey with a new one, followed by a fourth and then the fifth. Every time the newest monkey takes to the stairs he is attacked. Most of the monkeys who are beating him up have no idea why they are not permitted to climb the stairs or why they are participating in the beating of the newest monkey.

Finally, having replaced all of the original monkeys, none of the remaining monkeys will have been sprayed with cold water. Nevertheless, none of the monkeys will try to climb the stairway for the banana.

WHY? Because in their minds…that is the way it has always been!

This, my friends, is how Legislatures, Courts, Attorneys, Supervisors, City Councils, Police, Sheriff Depts., and “stagh” operate…and is why from time to time, all of the monkeys must be REPLACED AT THE SAME TIME.

That is absolutely my theory for voting. NO INCUMBENT EVER. When you vote for ANYONE who already has the job, you are endorsing the status quo. Even the best representatives are participants in an utterly corrupt system.

This guy’s at the bottom of the county bribery food chain. I’ve never personally witnessed it but have heard first hand accounts of greasing palms of those much higher up the ladder to make things happen.

The main reason that incorporating and privatizing government is evil is that it mixes public and private functions in an inappropriate and ultimately irresponsible way.

Think about it for five seconds.

What is the goal of any private, for-profit corporation? To make money.
What is the goal of any public, non-profit organization supposed to be? To provide service.

What do you get when you mix the two? The equivalent of Exxon with a license to sell you any service they want to sell, provide any service they want to provide, and charge you as much as they please for it.

It’s the ultimate soft-racketeering machine, like the old magazine subscription scam on steroids.

You order one magazine subscription fair and square. The publisher sends you three sample magazines “for free”– but if you don’t promptly and actively say — “Thanks, but no thanks!” — you are on the hook to pay for three more magazine subscriptions you never wanted, plus the one you did order.

That’s how the corporate government has been working, too. Selling you more and more and more services, at their own behest, at their own rates. And nobody has been minding the store close enough and acting with enough authority to say the big fat “NO!” that is necessary to prevent this from happening.

So Tony and George and Sam all get together and decide — as your “representatives” — that you want a new prison industries investment to provide you the service of incarcerating more criminals. They charge you for building the new prison facility and staffing it and providing “external security” for it, they set up contracts with other in-house service providers to profit off the prisoner’s labor, and then they set up 80,000,000 statutes so that they can arrest practically anyone for anything, and as a final service, they arrest you, steal the value of your life and labor for a period of years, and charge you –heavily– for this service, too.

Gee, isn’t it great, all this public service? They quickly and quietly forget who is paying for all this service, because they are too busy stuffing their own pockets and padding their crony’s pockets, too.

You wanted this service, didn’t you? Your “representatives” ordered it and charged it to your room service number…. so what’s another $600 million boondoggle?

What’s that you say? You don’t see this as a service to you? Especially since the police and prison guards aren’t there to protect you and your assets anymore? They are on the take to protect the corporation(s) leeching off of you instead!

But you gave away your proxy to these yahoos who voted “for” you. You consented to this. Hey, Babe, you kept the extra magazines. You participated in their elections. You sent these guys to Congress to “serve” in your name….. so they get to spend your money on business opportunities for themselves in the name of serving you, and you wind up being “served”— mostly for lunch.

That is the short version of why mixing public service with private greed is a recipe for disaster. The “service” quickly gets turned around to serve The Corporation and the astonished people find themselves on the receiving end of humongous, inflated, totally irresponsible bills for services that they don’t want, don’t need, didn’t order, and often can’t recognize as services at all.

There is nobody left to defend you from these white-collar predators, because they are all employed at the same Corporation, bent on increasing their profits at any cost — and its all your cost.

Because these organizations are all incorporated, they just spend your credit to the moon, then seek bankruptcy protection for themselves after off-loading their corporate assets to new subsidiaries, and naming you as the surety standing good for all this.

It’s like having Cousin Bubba go on a three-week bender at the most expensive casino on Earth and charging it all to your credit card, because you were stupid enough to let him have access to your wallet.

There’s no real consequence for them. They just go bankrupt with very little left on the table, and like those stores that have endless “Going Outta Business!” liquidation sales, and keep right on chugging, these guys do the same. . . All at your expense.

What’s that you say, Mama? You don’t recall ordering any solid gold bathroom faucets? Well, I am sure it’s in the missing Department of Defense Itemized Budget somewhere.

wondering when this was going to drop. I heard two weeks ago they were getting ready to make an arrest, it’s been going on for over a year now and like a previous poster said you’d be surprised some of the people that were issued permits . And to the other conspiracy theorists who commented, first off it doesn’t matter if you’re a Democrat or Republican or a purple Martian from Mars it has nothing to do with your political preference, its about ethics and not everyone in the government is corrupt nor is every cop bad etc, etc. some people just take the wrong path and end up regretting it and have to pay the price. I’ve never dealt with this inspector personally but his coworkers have always been 100% legit in any dealings I’ve had with them.

I voted against legalization for these very reasons. Our form of democracy lends itself to graft and corruption. Also the price crash is playing hell with my property values.

Property values are likely to continue to fall unless legal markets expand to other states and/or countries.

As people flocked here supply increased. Demand is relatively constant so prices dropped. People grew more to earn the same income. Because people kept coming and everyone was growing more, prices kept falling. So everyone grew more. Repeat. Repeat. Repeat……
By going bigger people were working more hours to hope for the same income. Quality of life suffered. The green rush was already killing the dream for many. Legalization is just another nail in the coffin.

I feel that the county should be investigated by the federal government for their willing participation in the cultivation and distribution of a controlled substance. Now’s the time to get federal prosecutors involved. Write a letter to the U.S. Attorney of the northern district Alex Tse requesting help dealing with this massive disregard of federal law. Drugs are poisoning the public and our county staff is just as responsible as the growers and dealers.

The county has been profiting from a scheduled drug. The county has knowingly and willingly been allowing the production and distribution of a schedule 1 drug. The county is aware of the interstate commerce law yet sits by as drugs they are allowing to be produced are spread throughout the country across state lines. All the while cash rolls into the planning and building department for the approval to produce and distribute drugs.

You can call it medicine or whatever you want but it doesn’t change the fact that it’s a controlled substance that’s federally illegal and declared a schedule 1 drug.

When will the county start issuing permits to grow poppies and manufacture heroin? How about methamphetamine? Where do you get your permit for that?

I think that every federal bust for marijuana around the country should be tested for genetic match to the same samples here tested to meet the organic requirements. After proving that our county government is directly involved in the production and distribution of drugs on a national scale we can all chuckle as they’re carted away.

Wouldn’t it be stunning if the Feds just decided to make an example out of Humboldt county for permitting a federally outlawed commodity? Bribes or no bribes, the officials are breaking the(federal ) law. With the end price of cannabis being many 1000s of dollars, and the growers going broke from permits and low dollars for a great product, many things need to be reworked here. It’s gonna be a long ride. In the meantime, Bayer&Monsanto will be GMO-ing medical crapweed.

Somebody should read the Constitution for the united States of America. There are nineteen enumerated services the “federally” inclined are to provide services for. And, they are all international. If you can provide evidence to the contrary – i’m listening.

Or the Ninth and Tenth amendments – Bill of Rights.

Your state allegiance is prior to “federal” pledge. The states makes the federal, not visa-versa.

The definition of a schedule 1 drug is that it is highly addictive and has no medical benefits. Both of those are not true pertaining to cannabis. You are grossly misinformed about many of the cannabis cultivators in humboldt and northern california, and simply the plant itself. You are right that drugs are poisoning america, but they are coming from the pharmaceutical companies and hard drug users. These are very different from cannabis. I feel sad that it is 2018 and you are so many years behind. Oh and by the way, all the poppy is grown in the middle east, another veiled reason for pur presence there. Good luck with life!!

P.S. i think we can all agree that while not all who drive a prius are bad drivers, all of the WORST drivers are in a prius….

But the outrage is still funny from those who used to say things like “you’re just jealous” or “growers pay taxes too” when people complained about the obscene profits in being criminal. Now that it’s their hands being chewed off at the wrist by government when they were so smug if others complained before, it is a hoot. None are so righteous indignant at the sins of others as the reformed sinner.
