North Coast Water Board Approves Local Agency Management Program

The North Coast Regional Water Quality Control Board has approved Humboldt County’s Local Agency Management Program (LAMP) for permitting and oversight of on-site wastewater treatment systems (OWTS).

Approval of the LAMP represents a three-year effort by the Humboldt County Department of Health & Human Services Division of Environmental Health (DEH) to bring OWTS into compliance with State Water Resources Control Board policies.

During development of the program, DEH held public meetings and engaged a volunteer working group comprised of local agencies, environmental groups, consultants and other stakeholders to provide public input. In November, prior to being submitted to the Regional Water Quality Control Board, the LAMP was approved by the Board of Supervisors.

Humboldt County’s LAMP enhances protection measures associated with OWTS siting and design. The LAMP also includes an Advanced Protection Management Program (APMP). The APMP’s goal is to target efforts to investigate and identify the sources of bacteria at the county’s most popular beaches, from Clam to Trinidad State Beach. The APMP also helps assess OWTS impacts within watersheds and provide remediation through public outreach, investigation and corrective actions for failing and sub-standard systems.
