The theory is that small ones don’t lead up to a big one. The thought being, that small ones are the plates slowly moving instead of building up pressure and causing a “big one”. Just my .02.

Lower magnitude quakes are a good thing. They relieve pressure on faults in a small, graduated way. No earth quakes along a fault is not a good thing. That indicates great pressure building on a fault that can be released all at once causing a high magnitude quake.
