Spray Paint Alerts Probation Officer to Possible Stolen Vehicle, Arrest Ensues
This is a press release from the Eureka Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:
On December 21, 2017 at about 9:30 a.m., a Humboldt County Probation Officer alerted the Eureka Police Department to a spray painted black Toyota Tacoma being driven by a male near West Hawthorne and Spring Streets.
The Tacoma was determined to be a stolen vehicle and officers with the Eureka Police Department responded and conducted a high risk traffic stop near Humboldt and C Streets. The driver was taken into custody without incident and was identified as 38 year old Eureka resident Adam Bryce Rapp.
Rapp was transported and booked into the Humboldt County Correctional Facility for possession of a stolen vehicle, parole violation, and driving on a suspended license.

Reminds me of Steinbeck, Tortilla Flat I think, somebody scored a jug of grappa and to avoid sharing, they hid it by wrapping it up in a big leaf, thereby making it so odd that anybody walking by couldn’t help but investigate what they had.

What is the point of neck tattoos? Do these people want to announce to the entire world something on the order of “I`m a degnerate, drug using loser. I have no useful or marketable skills and I`ve never performed any sort of useful productive work and am a complete parasite. I also have zero moral compass, zero morals or sense of ethics. My impulse control is zero, I have no goals or any interests that extend beyond scoring drugs and getting loaded and have no plans whatsoever for my life. I`m not to be trusted under any circumstances. I will lie, steal and cheat and there is around a 50% likelihood I well resort to violence if it will further my immediate quest for drugs or money to exchange for drugs”.
My understanding of the thought process of this grade of human is zero. However, if I were in that lifestyle, I don`t think I`d go around with a sign imprinted on my body telling the whole world who and what I was.

Yeah, judge away . One day your looks might be used to describe the same sorts of things. While i dont personally see the appeal of tattoos on the neck, i hardly agree with your judgement of everyone that gets them. Kind of sickening really.

Seems that everybody pulled over these days is on probation or parole, have warrants, a suspended license and many have hard drugs on them. And people wonder why there is an increase in accidents and road deaths. Start putting these people away and the good, innocent public will be much safer.
Nothing new about it. I have been listening to the scanner for more than 20 years and it has always been like this.
We just hear about it now, from Kym’s site. Even the homeless problem isn’t New. When I moved here 23 yrs ago, the Homeless all lived on South Jetty. They moved them out of their, it took $200,000 20 yrs ago to clean up the Jetty.
Maybe we need to change the laws so that there can be less criminals. Sad truely that people want to take away so many persons freedoms simply because they wish to live or do things differantly then what the special people think they should. Makes me sick. The average Americian commits at least 3 felonies a year without even realising it. Perphaps if you get popped for one you might learn to think differantly.

Laws can’t reduce the amount of criminals, except to deter people from committing crimes by harsh punishments. And yes, we should take away a person’s freedom who has no respect for the lives and property of others. Repeat criminals who continue the pattern time and time again have proven they do not care about changing their life style; and have proven they do not belong out in the public. Thousands of innocent lives are taken every year by repeat criminals who should have been kept behind bars. FYI….I have gotten ‘popped’ before and it scared me straight. Have lived a successful and happy life since.
