Fishing Groups Join Huffman Opposing Trump’s “One in, Two out” Executive Order

Water, Power, and Oceans Subcommittee Ranking Member Jared Huffman (D-CA) and House Natural Resources Committee Ranking Member Raúl M. Grijalva (D-AZ) sent a letter to President Trump today urging him to rescind the “one in, two out” executive order on federal rules issued earlier this week and an earlier memorandum instituting a regulatory freeze. These two actions have the combined effect of preventing the National Marine Fisheries Service (NMFS) from opening or closing commercial and recreational fishing seasons in federal waters; making in-season adjustments to conservation and management measures; or implementing new or revised fishery management plans without first seeking a waiver from the Trump administration.

“President Trump’s ‘one regulation in, two regulations out’ policy sounds more like a Dr. Seuss book than a smart and thoughtful approach to federal standards that protect clean water and ensure healthy fisheries,” Rep. Huffman said. “But the real world doesn’t work like ‘One Fish, Two Fish’ or other Dr. Seuss classics. In fact, regulations are frequently necessary to do basic things we rely on to manage fisheries, like deciding when fisheries should be opened, closed, or limited in response to a constantly changing circumstances. If we now must eliminate two regulations every time a fishery is managed, there will be complete chaos, not unlike ‘The Cat in the Hat.’ Our fisheries and coastal economies should not have to suffer these consequences. I urge President Trump to immediately rescind this dangerous executive order that will have real impacts on my constituents’ livelihoods.”

“This is just the latest evidence that President Trump is thoroughly unprepared to govern our country,” Grijalva said today. “Hardworking fishermen and their jobs should not become collateral damage – or worse, targets – of the Trump Republicans’ crusade to tear down the rules that support sustainable economic development, public health, and safety.”

Already, NMFS has delayed the effective date of a rule necessary to facilitate transfers of Atlantic Bluefin tuna quota between fishery participants. Industry insiders fear that the Trump orders could also prevent the opening of lucrative halibut and sablefish fisheries in Alaska.

Huffman and Grijalva were joined in opposition to these mandates by the leaders of several fishing organizations, who offered the following statements:

“Regulations serve the full spectrum of purposes. In federal fisheries, some protect fishermen, some protect fish, and some protect coastal economies.  All have been developed through a comprehensive public process informed by scientific analysis that seeks to balance present and future needs. The executive order requiring two regulations to be repealed for everyone one implemented ignores this balance and poses a threat to the future of America’s federal policy in general and federal fisheries management in particular.  The ecological and economic costs could be significant.” – Linda Behnken, Executive Director, Alaska Longline Fishermen’s Association

“The process of managing recreational fishing involves the setting of annual regulations such as size limits, bag limits and seasons for literally hundreds of species in every nook and cranny of our nation. Even a moderate interpretation of the executive order will interrupt recreational fishing from coast to coast. The result will be a chaotic interruption in the quality of life for millions of citizens, many millions of dollars in lost revenue and who knows how many lost jobs.” – Patrick Paquette, Government Affairs Officer and Past President, Massachusetts Striped Bass Association

“We are all striving for smarter, straightforward regulations but that needs to be done through a targeted and strategic process. Having to arbitrarily negate two regulations in order to change management rules is not cost-effective nor is it simple. Rather than solve an issue, this order will hinder and complicate an already complex process for our nation’s fishermen. New regulations do not prohibit fishermen from doing their jobs; instead, they often put new science on the water and make it easier for fishermen to make a living. We should not be slowing this process further but instead finding faster ways to get science and streamlined regulations on the water. While the president’s new order seeks to simplify, in reality, it may unintentionally hinder progress on the water and for our fishing businesses.” – Ben Martens, Executive Director of Maine Coast Fishermen’s Association and member of Fishing Communities Coalition

Amazing how our new President has local lifetime politicians pulling their hair out. The Marine Fisheries Protection Act was nothing more than a smokescreen to bring Federal lands under the Control of the BLM and other Government agencies which offer no recourse to their implemented rules. Nothing is voted on and the subjects are at the mercy of the political machinery which for so long now has forgotten that we run the Government not the other way around. The main reason Huffman is mad about what Trump has done is the fact Trump peed in Huffman’s sandbox and he’s really upset now. Maybe if Huffman had shown our new President some respect they would have been able to sit down and talk things over…..Sorry Jared……you just got your ass kicked and didn’t even know it! Drain the Swamp!!!

It sounds to me like Huffman wants Trump out so Huffman doesn’t have to be ethical. Listen to President Trump’s ethics oath, that just happens to also involve all political offices.

Dont come crying for help when all these agencies you complain about are gone and you get to watch your family slowly die from tainted water and soil and fish and all other food, or the massive earthquakes from fracking off our coast. You think hes gonna care about you? Hes had 70 plus years to be a giving person and he hasnt yet. Just wait til you realize how bamboozled you got, just like everyone hes done biz with.

We need science to guide us. Youre ok with the smack talk on huffman but you dont mind all the fishermen opposing this? How would you feel if trump put a freeze on whatever industry you work in, and you couldnt work? Although tensions have been high between regulatory agencies and fisherfolk in the past, it seems most small fishing boats would rather have the regs these days so the big corporations cant come with their huge boats to overfish and price fix.

I think we just need to designate some area trumplandia and you can all move there and yell about anyone different from you, harrass women and poison all your water and resources. The other 70% of us will do our own thing without ya.

How did we ever survive before we discovered Science was/is our one true God?
We cherished Science as a buddy of ever evolving knowledge, not a dictator of settled conclusions.
We used science as thought provoking considerations of fascinating possibilities, with multiple, unlimited answers as evidence became available.
Weighing the possibilities was every communities assignment. The people were free to explore and test theories & practices.
Now they are subjects to the dictating voices that do not represent the truths, but only the truth that works best for them. Follow the money.
Representatives should have on file every complaint, every theory, every concern from every citizen who vocalized. It should be easy to toss 2 questionable overreaching regulations out of the thousands of questionable ones.
Do they? Or do they toss them overboard in favor of the largest lobbying force?
I trust no politician. Not Trump, not Science, not lobbyists, and definitely not Huffman. But I, so far, trust Trump far more than I’ve trusted settled science God, and Huffman.

As for the religious registry, I do believe it is an all encompassing records keeping of all who have committed crimes on others, from robbery to assault.
It is against the law to favor any group, aide & abet any criminal & to establish or to deny religion.
Sanctuary cities are illegal for many of the reasons already presented.
Sanctuary cities are a breach of contract.
The Constitution is a contract, signed by all states before entering into the Union of states. The Uniting of the States protects the Individual, the smallest minority of all. The 1st amendment is first for a reason. The 1st amendment has 5 simple rules that cannot be ignored by those who reside on our land, or there will be consequences. These are followed other examples of self governing principles that are never to be infringed.
If Huffman would take the time to read the Constitution, we wouldn’t even be in need of silly headlines & discussions.
Either fullfil the contract signed, keep the Oath taken, or face the consequences. It’s that simple.

no that is not the case I am a commercial fisherman…the regulations is what is shutting us down. Making it so we can’t afford too fish, an they just plain won’t let us! If you are all for foreign farm raised seafood, shot with antibiotics, grown in feces, then you are right. The people running the show are from sport fishing corporations an foreign seafood distributors. Commercial fishing families an community’s are begging for the help of the American people, too demand fresh local seafood. Boycott foreign farm raised seafood, an let us fish!

How many small commercial fisherman were knocked out of the industry because of over regulation? Take a look at Cresent City and Eureka where there was once a thriving Dory fishing fleet supporting families and our economy.What do we have down at the docks now?
I too agree with the above posts.Huffman is a condescending jerk. Who by the way is not representive of all his constituents. I was embarrassed and appalled he didn’t represent our district at the inauguration. No matter who won the Presidency, Huffman disgraced himself and our community by not attending.

There’s alot of reasons the fishing, crabbing,abolone, sea urchin and other sea industries have collapsed, over harvesting, pollution, degradation of spawning habitat, rising costs of fuel, market prices of harvest. Blaming the regulations that are in place to protect the harvests for future generations is simplistic and not telling the whole story. We’re now dealing with the results of generations of unlimited takes and over harvesting. There’s just a large population of people impacting the natural resources on a scale that is not sustainable. Planning and sustainable resource management is actually for the benefit of us all, and our children. I come from a family of fishermen,loggers and farmers, all professions that have pretty much disappeared, and that’s a sad fact. But we now have to move forward in a changing world, and work together to make the new normal a healthy social and economically sustainable environment.

So, the answer is to forge ahead just like days of yore and go ahead and exterminate every species on that list? Is that what the hell you are suggesting? Do it all for money and when nothing is left, sit around and wonder why? Most of the wildlife and wildland we still have is the result of determined efforts by patriots at the very last minute. There was no need to exterminate the eastern bison, various races of elk. The plains bison nearly gone; same for Tule elk.

It’s too easy an answer to just say regulations did it, just like it is too easy to blame immigrants and world commerce for unemployment. In memories of a few people who still remember, the lack of regulation reduced the Eel River steelhead and salmon runs from amazing abundance to practically zero. Well, as long as a few got rich and many had jobs, who cares? Until the trees are gone and the soil and fish with ’em. Now what do you have?

You have apparently clueless local Trumpistas who can’t believe that other commercial fishing groups write letters condemning the man-child, narcissistic, vengeful bully that they voted for. The letters are there, but Trumpers gave up rational observation a long time ago and now exist in a separate reality with their very own “alternate facts.”

I believe what Lone Ranger is trying to say is, America can pass all the regulations they want, meanwhile Chinese Fisheries will keep drag netting the ocean because their country has no such regulations. It’s like over regulating our business and industrys to the point where they cannot afford to operate in America anymore so they outsourced and move to countries with no regulations whatsoever, countries that are exempt from all the climate treaties and carbon tax schemes being implemented. And some people use all caps to get your attention, you really don’t have to take things so personally.

you dont have a clue about sustainability. The fact of the matter the only problem with fishing is the pollution in the water the fish do different things than they used too depending on the weather, which affects how much runoff is in the waters. I have had biologist on my boat plently….many of which quit there jobs, just because people want them too lie an bend the numbers, an they wouldn’t . The fact of the matter is if you knew the truth you wouldn’t have made such a idiotic comment.

If these fishermen were real fishermen, they’d leave a dying fisherie and go North to Alaska.
These fishermen collect checks for not fishing and would be shamed by real fishermen, or fisherpeople as libs need to label them.

When Trump talked of the future of America being at a tipping point he was correct. California is at this point also. I like the fact that he seems to be not paying much attention to the pro sanctuary pushers and the secessionists right now. They get bolder in their comments and actions every day, and are on the verge of the legal definition of insurrection. Some argue they have reached that level today. He is giving the politicians and their fools in the streets enough time and rope to hang themselves. California is the plumb of our nation in many ways. The lefties are going to wake up one morning to discover that key politicians insisting on the destruction of civil rights, of law abiding citizens of the USA, living in California were rounded up in the middle of the night. Trump has surrounded himself with some of the best minds at USSOCOM in case people haven’t noticed. Remember the looks on the faces of those who just could not believe or accept the fact Trump won the election? They just didn’t see it coming. ‘Targeted review of regulations’ sounds rational. Too bad it never happens. Just adding until the only clear thing is nothing is clear enough to be relied on and agency needs ever more employees.

This can go bad if the involved agenies as subversive as Huffman seems to assume opponents always are. Or it might cause agencies to focus efficiently on what is important versus what is only political window dressing.

The real Huffman complaint is that it might limit Congress’s wheeling and dealing because pork is by regulation too. Imagine that a Congressman has to give actual thought to whether inserting a law to give a small advantage to a special interest is worth losing a favored effective regulation…

The Obama Administration added an unprecedented 20642 new regulations in his eight years of presidency. This is to cost an estimated 100 billion dollars a year just to implement, not including lost Revenue due to many businesses and industries not being able to comply with the new regulations. All this has really accomplished is to shut down small business owners and force large corporations to other countries with no Environmental Protection whatsoever. Until people stop buying their cheap Chinese junk from Walmart and Target you can pass all the regulations you want in America, the goods will just be produced somewhere else with no environmental regulations.
