Vex, a K-9 Officer, Struck by Suspect, Says EPD

This is a press release from the Eureka Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

Lloyd Parker

On 7/18/2016, at approximately 1:30 a.m., Eureka Police Department officers responded to Humboldt Waste Management Authority (1059 West Hawthorne Street, Eureka) for a security alarm with multiple activations. Upon arrival, officers observed two men inside the fenced-in area adjacent to the recycling center. Officers entered the property and detained one of the suspects, Lloyd Lane Parker (age 57 of Eureka). Parker was wearing a camouflaged mask and was found to be in possession of a large fixed blade knife and bolt cutters.

JonPierre Carbonneau

Officers were initially unable to locate the second suspect. An EPD K9 officer deployed his partner, “Vex,” who located an odor trail leading to a large hole that had been cut in the facility’s perimeter fence. Shortly thereafter, Vex located JonPierre Lawrence Carbonneau (age 37, originally from Panorama City, CA) hiding under a tree.

As the K9 team attempted to take Carbonneau into custody, Carbonneau grabbed Vex and began striking and choking him. As Vex and his handler continued attempting to take Carbonneau into custody, they were joined by multiple officers who were able to overcome Carbonneau’s violent resistance. Vex sustained minor abrasions to his face. His handler believes the Kevlar vest Vex was wearing most

likely prevented further injury. Carbonneau was uninjured but was given a precautionary medical examination before booking.

Lloyd Parker was arrested and transported to the Humboldt County Correctional Facility where he was booked for attempted burglary, possession of burglary tools, probation violation, and unlawful wearing of a mask for the purpose of escaping discovery or identification in the commission of a public offense.

JonPierre Carbonneau was arrested and transported to the Humboldt County Correctional Facility where he was booked for attempted burglary, probation violation, assault on a police dog, and resisting an officer by use of force or violence.

Both suspects are currently homeless Eureka residents. Additionally, Parker is one of the Plaintiffs in the federal lawsuit filed by local attorney Peter Martin against the City and EPD over the removal of illegal campers in the Palco Marsh on May 2.

Let’s not be naive — “Vex” was sent in with the intent to assault the second subject.

This canine was trained to attack. This dog is trained to hurt people, regardless of their disposition.

It is understandable that the individual did what he could to deter the beast.

The POS could have acted like a man and given up when he had the chance. If you weren’t there, you don’t know how it went down. I wasn’t there either, but it is a pretty good bet he did not want to go gently into that good night.

“How it went down?” Does it take spilled blood to even the score? The fellow was hiding under a tree, a passive stance to be sure.

Make no mistake about it — this dog was not trained to point out quail in the brush. Rather, this canine was trained to violently subdue anyone on command — man, woman or child — saint or villain.

“POS” or not I have no place in my heart for dogs trained to attack people.
