Accident Closes One Lane of 199

UPDATE:  Accident cleared.

The CHP are reporting a serious accident on 199, east of Crescent City.  The north bound lane is blocked. But there is now traffic control which is alternating traffic through the south bound lane.

Earlier a man was stuck in the vehicle while it was smoking.
