HuMMAP Proposes Commercial Growing Permits to County Supes Today

In a proposal designed to keep Humboldt’s economy flourishing, the Humboldt Medical Marijuana Advisory Panel (HuMMAP) is proposing commercial cannabis regulations today to the Humboldt County Board of Supervisors. In the organization’s press release, HuMMAP Chair Syreeta Lux says that “This proposal is designed to stabilize our county’s rural economies with a tax policy that encourages families to stay on their land, while increasing county tax yields. Recognizing that a greater number of small farmers contributes more to our county’s economy and culture than fewer large growers can, our proposal also reduces crime and police concerns.

Unless Prop. 19 passes this November, commercial sales of marijuana is not legal.  However, HuMMAP hopes to set the stage should this become a reality and set a framework up for medical marijuana even if it doesn’t.  According to Charlie Custer, HuMMAP secretary, “My best guess would be that medical marijuana will become a really huge business if  Prop. 19 fails.”  The organization hopes to help the county set realistic laws that reflect the need of the county to pay for infrastructure and services and, at the same time, help the growers merge into the light of a legal market.

According to the release, HuMMAP proposes that county licensing fees be levied based on mature plant canopy area. They suggest a yearly fee of $200 to be paid for the first 100 square feet of cultivated area per parcel, with graduated fees increasing for larger cultivation areas up to one acre, see below:

HuMMAP also suggests that a plan for responsible water use accompany all permit applications, with a countywide cannabis trade association and/or Supervisorial Task Force working cooperatively to encourage compliance, and to address enforcement and evolving policy issues. Non-compliance would be punishable by civil fines.

In her statement to Humboldt Supervisors today, Lux will say,  “As our elected officials, we ask you to pass a resolution to state officials urging them to adopt these or similar standards statewide, in support of the many small rural counties also dependent upon cannabis farming. We also urge you to work with private industry and county agencies to protect our appellation, and to brand values and practices no less than location, so that Humboldt becomes ever more synonymous with healthy and sustainable small-scale agriculture.”

HuMMAP’s proposal urges that in return for program compliance, growers would receive an official Humboldt-Grown tax stamp/certificate of provenance affixed to fee-paid production in various unit sizes. Growers smaller than 1000 square feet could receive a distinctive Humboldt Home-Grown certificate. HuMMAP asked that this permitting structure be put in place by March 1st , 2011.

Now this is the way to accomplish things! It’s called taking control of what you already own and coming out of the closet to truly represent your geographically recognized strains of cannabis.

Legalization polls indicate that legalization is most likely to occur.

NO! Government is only the path to disaster! They are scumbag, slackers, who can’t feed their sorry selves and need to eat from YOUR pocket! If you “work” for government, you are garbage that eats from my back pocket, and you are communist filth that deserves a mass burial pit for stealing from your countrymen.
Legal weed should look like this, and NOTHING but this:

1) All prisoners will be released from internment camps
2) Occupational “Authorities” will forgo any “fines” imposed on marijuana prisoners.
3) Occupational authorities will disband any and all aggressive units that hunt marijuana
4) Anyone can grow whatever they wish on private property, without government trash inspecting gardens
5) Occupational groupings will leave the country in shame, provided they exit “guns up” they will be allowed safe passage to their homes and families
6) Future taxation of any home grown produce will be exempt from taxation with interest going to offshore banks.
7) Government will surrender any and all rights on property taxation and allow Free-Men to live on their land that is owned by them with no mortgage to offshore banks that collect taxes as interest on debt that fat ass government workers need to feed themselves, seeing how they can’t feed themselves without putting their hands in SOVEREIGN AMERICAN’S pockets.
8) Government will DISBAND, and only attempt to operate within CITY LIMITS, with Sovereign Permission – pensions are disregarded, and affect NOTHING towards the bottom line of the en-circled, former Occupational Government areas of control- these taxes are VOLUNTARY, and can not be collected without the WRITTEN permission of the Sovereign who owns said parcel. Government can not force tax collection and must ASK if a VOLUNTARY tax may be collected.
9) Areas of county may be arranged for lazy, government workers to live in, all government “workers” must have permission from neighbors to LIVE and OWN property in areas where government filth isn’t wanted.
10) All government filth must walk in the gutter when a Sovereign Citizen doesn’t want them accessing through an “easement” on any and all free land owned by American Citizens, if government trash is discovered on Private Property without written permission they are subject to death penalty through firing squad for the crimes of treason.
11) Government can not tax anyone without the written permission of the private property owner, can not levy taxes in any manner on Free Men, and will never breach private property.
12) Government “workers” that breach private property may be executed , or sold into slavery , at the property owners wishes.
13) Government will be forced to show a profit on income, without taxation or shut down within 12 months due to poor business skills.

Its a kush variety by a local breeder. The strain is known as HO

I like the Humboldt Grown certificate. I like the Humboldt Homegrown certificate (should that be unhyphenated and one word as it isn’t the certificate that is homegrown?). Can you do one crop Humboldt Grown and another Humboldt Home Grown? Theoretically let’s say a uniform patch of dank and a smaller parcel in Shelter Cove filled with a variety of test strains?

I like everything about this proposal besides the fees. Cut those by 10x and then maybe. Nobody is about to pay that kind of money. Our state will probably vote down 18 bucks a year to fund our beautiful parks… and some people think hill folks will pay thousands of dollars to do what they’ve done the last three decades without paying nobody nothing. Sure you’re right.
